‘A criminal with a badge and a gun’: Accused Prichard officer to stay in jail

Emanuel Dotch, a Prichard police officer arrested Tuesday on severe federal charges, will remain behind bars as his case moves forward. A judge ruled Thursday that the scope of the allegations against Dotch justifies keeping him in custody ahead of his trial.
A Pattern of Corruption
Dotch is facing a litany of serious charges, including extortion, bribery, drug trafficking, and the concealment of evidence. During Thursday’s hearing, prosecutors painted a grim picture of the defendant's alleged tenure in law enforcement, with Assistant U.S. Attorney Justin Roller labeling the situation a case of extreme public corruption. The court heard testimony from FBI Special Agent Evan Fischer, detailing accusations that range from tampering with evidence in a murder-for-hire investigation to trafficking marijuana.
Most damning, prosecutors alleged that Dotch functioned as a criminal with a badge and a gun for years. The government argued that the defendant's alleged history of witness intimidation and destruction of evidence made it impossible to consider pre-trial release.
Defense Arguments and Judicial Ruling
Defense attorney Fred Helmsing argued that Dotch did not pose a flight risk, pointing to his strong familial ties. Helmsing further contended that the officer no longer presents a danger to the community, as he is no longer active on the police force. However, U.S. Magistrate Judge P. Bradley Murray ultimately sided with the prosecution.
Judge Murray noted that Dotch's alleged behavior showed a consistent disregard for the law, concluding that any court-imposed conditions, such as home detention, would be rendered meaningless by the defendant's past actions. As a result, Dotch will remain in the custody of the U.S. Marshals Service while prosecutors prepare to bring the case before a federal grand jury.
