Dozens of Mobile residents are speaking out, demanding accountability and city action after being left in the lurch by local contractors. Barbara McCleskey, Dakota Bilbrey, and Margaret Nichols recently appeared before the Mobile City Council to urge officials to revoke the business licenses of Window Depot USA of Mobile and its sister company, All Weather Roofing LLC.

A Pattern of Silence and Lost Deposits

For many, the frustration began with significant financial outlays for work that never materialized. McCleskey reported signing a contract last October for new windows, handing over a $4,569 deposit, only to discover later that the company had shuttered its doors. Similarly, Dakota Bilbrey says she paid approximately $11,000 on March 9 for a project promised to be finished within 14 weeks, yet she has received nothing but unanswered calls.

"I respectfully ask that this issue remain a priority until those responsible are held accountable and affected homeowners receive justice," McCleskey told the council. Nichols, who noted she is aware of several others facing identical struggles, joined the call for the city to intervene.

Investigations and City Response

Both companies are owned by Ward and Theresa Fendley of Mobile, according to public records. Neither owner could be reached for comment regarding the mounting allegations.

Local authorities are officially looking into the situation. A spokesman for the Mobile Police Department confirmed that an investigation into a "number of complaints" is underway. The Mobile County District Attorney’s Office echoed that status, stating that while they have been in contact with police, additional investigative steps are required.

Council members have directed their legal team to explore potential options, including the possibility of revoking the businesses' licenses. Councilman Ben Reynolds assured the affected residents that they have the full attention of the municipal government. "Someone has to make these people whole," Reynolds told 205focus.com, pointing to the more than four dozen claims presented to the council. Awareness of the issue continues to spread, with a Facebook page titled “Victims of Window Depot & All Weather Roofing, Mobile Alabama” now boasting over 500 followers.

Corporate Perspective and Current Status

While the physical offices of All Weather Roofing remained closed as of Monday—despite company vehicles still being visible on the lot—the national Window Depot USA chain has responded. Spokesperson Jason Tibolla stated that the Mobile location is independently owned and responsible for its own contracts and operations. "We are committed to gathering accurate information and will provide additional comments when we have a clearer understanding of the situation," Tibolla said.

For the residents involved, the time for answers is running out. Bilbrey expressed the collective anxiety of those impacted: "Many of us are uncertain if we’ll ever receive a refund, let alone our orders. I do not want to see the numbers of unfilled contracts increasing any higher. Bring this business to a halt and revoke the business license."
